51 Wild Red Wolf Pups Discovered in
Alligator River National Wildlife Refuge

Wildlife biologists have found 12 hidden wolf dens containing 51 red wolf pups in Dare, Tyrrell, Hyde, Washington and Beaufort counties during April and May of 2008. Electric signal collars indicate there are up to 20 wolf packs roaming in the 1.7 million acres of Alligator River National Wildlife Refuge in northeastern North Carolina. The area is the only place left in the world where red wolves roam free in a portion of their original home range.

The male in the above photo is suspected of picking up someone else’s credit card while shopping at K Mart and using it a few minutes later to make a large fuel purchase at the Hess Gas station across the street from K Mart.

U.S. Fish and Wildlife Service Proposes
More Protected Habitat for Piping Plover
The U.S. Fish and Wildlife Service has announced the reopening of the comment period on the proposed revised designation of critical habitat for the wintering population of the piping plover in Dare and Hyde Counties, North Carolina. The Service is proposing to add 215 acres of critical habitat to two previously proposed units resulting in an amount of critical habitat units totaling approximately 2,043 acres. Comments must be received or postmarked on or before June 16, 2008.

Seasonal Closure of Village Beaches in
National Park to Vehicles Begins May, 15
Cape Hatteras National Park has announced that beginning Thursday May 15, off road vehicle use will be prohibited for the summer at Coquina Beach and at communities on Hatteras and Ocracoke Islands. The closures are designed to provide for the safety of pedestrians walking, swimming, sunbathing and engaging in other family activities along beaches. Seasonal closures apply to the following areas:
Bodie Island, Ramp 1 to 0.1 of a mile south of Ramp 2 is closed. (i.e., Coquina Beach). (In past years, the ORV closure extended 0.6 of a mile south of Coquina Beach; adjustment opens 0.5 of a mile to ORV use).

Hatteras Island, beach areas fronting the villages of Rodanthe, Waves, Salvo and Avon.
Hatteras Island, beach from the north boundary of Buxton to 0.4miles north of Ramp 43 is closed. (In past years, the ORV closure extended to Ramp 43. *Note: Access north of Ramp 43 is currently blocked due to a resource closure for shorebird breeding activity. Once the bird nesting season is completed, this adjustment would open an additional 0.4 of a mile to ORV use).

Ocracoke Island, the safety closure north of Ramp 67 has been reduced by 0.4 of a mile. The safety closure now begins 1.4 miles north of Ramp 67 and ends 1.0 miles south Ramp 59; *** Note: There is resource protection area to the north end of the this safety closure. (The total safety closure distance is 4.8 miles.)
Ocracoke Island, beach from Ramp 67 to Ramp 68 is closed for 0.9 of a mile. The seasonal closure in front of the Ocracoke Campground begins 0.6 of a mile south of Ramp 67 to Ramp 68; this adjustment opens 0.4 of a mile to ORV use. (In past years, it began 0.2 of a mile south of Ramp 67.)
Ocracoke Island, beach south of Ramp 68 (adjacent/south of the Campground and historically has been closed as part of a seasonal closure) is now open for 0.3 of a mile; this adjustment opens 0.3 of a mile to ORV use.
The one safety closure adjustment would be:
Hatteras Island, the safety closure south of Ramp 38 will be reduced 0.2 of a mile towards Buxton; this adjustment opens 0.2 of a mile for ORV use.

Dare County Top Seafood Producer in
State Despite Declining Fish Numbers
Commercial fishermen landed more than 21.8 million pounds of finfish and shellfish in Dare County last year. That figure compares to landings of 25.5 million pounds in 2006 and 26.6 million pounds in 2005. Dare County fishermen grabbed the lead in seafood landings in 2005 from Carteret County. Carteret ranked second in fish landings last year with only 6.5 million pounds of fish.

for OBX Summer Rental Season
"Vacation rentals across North Carolina's Outer Banks are strong for the season ahead, with bookings of Hatteras Realty's 542 beach homes up 12 percent over last year, says president Stewart Couch. "You can rent a great house, I mean a great house, for $5,000 a week," Couch says, contrasting that value with a luxury hotel suite in Florida that goes for $600 a night.
Steve Nelson, owner of The Inn on Pamlico Sound in Buxton, N.C., says his bookings are ahead of last year - but he notes his own travel plans have changed. Rather than taking his family to Europe on a weak dollar, Nelson is opting for snowboarding in Colorado, a getaway to Florida and Christmas in the U.S. Virgin Islands.”source

Officials in Cape Hatteras National Park discovered twelve sign posts broken off at the sand line early Saturday morning, May 10. The signs stated “Area Closed” and were protecting a least tern colony. The damage occurred about 1.7 miles east of Ramp 49 leading to Cape Hatteras Point. In addition, several markers identifying the protected area were pulled out at the shoreline. The signs and markers were in place as part of a Federal Court settlement to protect endangered birds. An investigation revealed footprints leading from the damaged fence to the waters edge, indicating the culprits used the water to cover their tracks. No birds were reported injured as a result of the intrusion. Because of the vandalism, the protected area was expanded 160 feet west of the original line.

A tornado was reported to have passed across the northern Outer Banks near the towns of Duck and Sanderling around 9 pm Sunday before moving offshore to the east. No damage was reported.

Currituck County High School Class
Completes Biodiesel Harley Davidson

The 2003 Harley-Davidson Fatboy was originally modified to run on vegetable oil by a high school class in Pennsylvania. Keystone Biofuels then recruited Mark Wootton's AutoTech II class at Currituck County High School to repair the motorcycle and turn it into a theme bike. The project took about four months and $20,000 in parts to finish. Currituck students working on the project included Bryan Leary, Adam Link, Art Perry. The motorcycle is scheduled to be featured on the television show "American Thunder" in June More OBX motorcycle news

Dare County Gives up
Recycling Effort in Avon
A Dare County recycling trailer that had been located in Avon was scheduled to be emptied weekly by Dare County workers. Once emptied, the trailer often became filled again after one day's use. In response to the large volume of recyclables being taken to the site and complaints that it was often filled to capacity, Dare County officials decided to remove the recycling trailer instead of paying county workers to empty it more often.

OBX Man Charged with Manslaughter
On Wednesday April 30th Detective Brian Strickland of the Kitty Hawk Police Department arrested Matthew Macumber, Kitty Hawk resident. Macumber was served with grand jury indictments for manslaughter, felony death by vehicle and two counts of felony serious injury. These charges stem out of a January 13th one vehicle crash where Macumber was the driver and suspected of driving while impaired. As a result of the wreck one of the passengers, Shaun Darrow of Point Harbor, was killed instantly. Keith Johnson and Amanda Weston also of Point Harbor were passengers in the vehicle and received injuries as a result of the crash. Macumber’s court date has not yet been set and is currently being held under a $30,000 secured bond in the Dare County Detention Center.

Historians Want to Restore 1857 Currituck Jail

Local historians want to restore the old jail for use as a county historic site. Constructed just before the Civil War, the red brick jail had two rooms upstairs and two downstairs that were used to hold runaway slaves, vagrants and local thieves.

Superintendent Mike Murray has announced that, under the Consent Decree signed April 30, 2008 by U.S. District Court Judge Terrence Boyle, a new seasonal restriction on nighttime beach driving will be in effect on the beaches of Cape Hatteras National Seashore. Beginning May 1, 2008, all Seashore beaches were closed to off-road vehicles (ORVs) between the hours of 10 p.m. to 6 a.m. more

Wreck Kills Virginia Beach Man
Patrick Obryan Gilpin, 30, died after his car veered across the center lane and hit a pickup truck driven by Michael Anthony Caleo, 30, of Nags Head as he was driving west on U.S. 64 near Pirate's Cove early Saturday morning. Caleo and John Silver, 21, of Wanchese, a passenger in the truck were airlifted to Sentara Norfolk General Hospital.
 
Dare County Grand Jury
Indicts Two OBX Residents
During the April setting of the Dare County Grand Jury the Kitty Hawk Police Department obtained indictments on Mark Cole Fletcher, resident of Southern Shores. Fletcher has been indicted after going on a rampage of destruction during the early morning hours of December 21, 2007. The charges currently against Fletcher are eight counts of felony breaking and entering of a motor vehicle, two counts of larceny of a motor vehicle, six counts of damage to real property, six counts of damage to personal property, two counts of attempted felony larceny, two counts of attempted larceny of a motor vehicle and one count of misdemeanor larceny. continued
